
In search of a normative framework for studying disinformation and interference

The Hybrid Election Integrity Observatory monitored online influence operations targeting the Dutch parliamentary elections. Beyond trolls and classical disinformation, new forms of influence were mapped, such as the use of GenAI images and music, live-streaming, political influencers, and the manipulation of recommendation algorithms. In this workshop, we will learn to understand how new online environments and technical capabilities give rise to new forms of online influence. But how should we interpret this? When is it problematic, and when is it not? Together, we will search for a normative framework.
Bio: Pieter is an expert at the intersection of technology and democracy. He is the founder and director of the Post-X Society foundation, the Democratie Monitor foundation, and coordinator of the Hybrid Election Integrity Observatory. He previously worked at, the University of Applied Philosophy, the Rathenau Institute, and Waag Futurelab.
